Semwal chairs national committee meeting of revamped RGSA

The national committee for the guiding the implementation framework of Rashtriya Gram Swaraj Abhiyan (RGSA) in the country held its two day deliberations in New Delhi on Wednesday and Thursday. The committee headed by the secretary  of Women Empowerment and Child Development, Uttarakhand, H C Semwal held a brain storming session on capacity development and innovations for increasing the income of villagers.

Semwal said that understanding on giving flexibility to the states on income generation innovations was reached in the meeting so that the projects as per the special needs of the states are prepared. Detailed discussions on action research and publicity sector was also held and it was agreed that the financial and physical standards should be made part of framework. The members were of the view that the research based system should be promoted by use of IT tools for disposal of the problems of Panchayats. It was also decided that the states should share best practices so that success stories are replicated in different parts of the country. The members stressed on setting up e libraries under RGSA and it was suggested that the Common Service Centres should be set up in the Panchayat Bhawans so that MIS and IT applications are done by them.

The national committee suggested that young professionals from prestigious institutions such as IRMA, TISS, NIRDPR and IIMs should be engaged as training faculty. It was also stressed by the members that Young professionals should be given work on task or activity based service level agreement and not on manpower based agreement.
