Cabinet approves plans for natural agriculture corridor on banks of Ganga & repealing of 265 irrelevant laws

The Uttarakhand government has set a target to attract investment of Rs 70,000 crore from its Global Investors Conclave-2023 proposed to be held in the month of December this year in the provisional State capital Dehradun. Chief minister Pushkar Singh Dhami has directed the officers to prepare the plan for organising the conclave and ensure that maximum employment opportunities are created in the State from the conclave. A decision in this regard was taken in the meeting of the State cabinet held on Friday. The meeting of the State cabinet was chaired by Dhami.

Informing about the decision, the secretary of Micro Small Medium Enterprises (MSME) Vinay Shankar Pandey said that a high power committee (HPC) headed by the chief secretary has been constituted for the conclave. He said that the department will hold road shows in the state and different parts of the country for the conclave. Two roadshows will also be organised in foreign destinations to promote the event. A grand curtain raiser of the event will be held in Delhi. Pandey added that the State government intends to ensure that projects worth Rs 25,000 to Rs 30,000 crore are grounded (ready to be installed) before the start of the conclave. He said that the CM has focussed on employment generation from the conclave and the government intends to create two to 2.5 lakh direct employment opportunities.

In an important decision, the plan to annul 265 appropriation acts which have become irrelevant was passed by the cabinet in its meeting. For this the government would bring Uttarakhand Appropriation Act (repeal) bill 2023 in the State assembly.

 In another decision, the State cabinet approved a plan to develop a business hotel in the old office building of the tourism department in Patel Nagar of Dehradun. The hotel would be operated in Public Private Partnership (PPP) mode and it is expected that the State would earn revenue of Rs 247.06 crore in a period of 60 years. Similarly a plan to start aerosports activities at George Everest estate in Mussoorie was also approved by the cabinet. Informing about the decision of the cabinet in the school education department secretary Shailesh Bagauli said that 2,364 posts of class IV employees would be filled by outsourcing in the department. The cabinet also approved the proposal to extend the scheme of three cooking gas cylinders free of cost in a year to the Antyodaya card holder families to one more year. The proposal for adjustment of 31 employees of the savings department in the collector office of the district concerned was also approved by the cabinet on the day. Bagauli informed that to ensure better credit management and cash flow, the cabinet approved a plan to create 11 temporary posts in the debt and cash management cell in the budget, fiscal planning and resources directorate.  The State government has also decided to set up an appellate tribunal for the Goods and Services Tax (GST) in Dehradun. The State would also undertake a natural agriculture corridor on the banks of Ganga river. The project aims to make the waters of the river free from pesticides and other pollutants. A plan to create a post of director general of agriculture and horticulture department was also approved by the cabinet on Friday. An officer of rank of additional secretary will be appointed to this post. 

In another decision the cabinet approved  the Uttarakhand  land encroachment ( prevention) ordinance 2023.  A decision to increase the user charges of all the service provider departments by five per cent every year was also taken in the meeting.
