Division bench questions why irregularities occurring repeatedly in recruitment exams

Hearing on a public interest litigation seeking a Central Bureau of Investigation probe into cases of recruitment examinations paper leak, the Uttarakhand High Court has issued notices to the State government, director general of police and the CBI while directing the government to submit its reply in court by July 11. Hearing the PIL, the division bench of chief justice Vipin Sanghi and justice Alok Kumar Verma made an observation questioning why irregularities were occurring repeatedly in the recruitment examinations in the State.

Dehradun resident Vikesh Singh Negi had filed a PIL in the High Court stating that youth are on the roads due to recruitment exam paper leaks in the recent past. While protesting unemployed youth faced a police lathi charge, the government has maintained silence and some of the protesting youth have been sent to jail. The petitioner has further contended that the State government is not taking any concrete step against those responsible for the paper leaks, considering which the investigation in the cases should be handed over to the CBI. He has stated that he does not have faith in the local police and Special Task Force while adding that question papers were leaked in examinations conducted by both the Uttarakhand Subordinate Services Selection Commission (UKSSSC) and the Uttarakhand Public Service Commission (UKPSC). The petitioner has further stated that CBI probe into the constable recruitment irregularities in Himachal Pradesh had revealed links to Dehradun and Haridwar also but despite various question papers being leaked, the Uttarakhand government is not getting a CBI investigation done.
