Cong MLA accuses CM of avoiding questions in the House

The Congress MLA from Manglaur, Qazi Nizamuddin accused the government of shying away from facing the house. He said that the rule book governing the functioning of the Uttarakhand assembly clearly states that at least 60 sittings of the house should be held in a year but the house sits for only 20-25 days in a year. Raising the issue under rule 299 Nizamuddin said that the provisions are being not being followed consistently and it would be proper to amend the rule book of the assembly. He said that the chapter five of the rule book clearly states that the governor’s address should be held for four days. Similarly as per the rules the discussion on budget should be held after two days of tabling the budget so that the members get time to read the budget document. Nizamuddin said that instead of following these regulations the discussions on budget are held on the very next day after the tabling it. He also questioned the non-functioning of the house on Mondays when the questions related to the departments headed by chief minister are listed.

Nizamuddin said that more than three dozen departments are headed by the CM which include important ones like PWD, health and finance but not once in last four years had the CM faced the questions of the departments headed by him. He also accused the state government of not being interested to remain in Gairsain for a longer period. In his reply the parliamentary affairs minister Madan Kaushik said that it is not proper for the member to raise question on the privileges of the speaker. He said that business of the house is decided by the business advisory committee which includes the leader of opposition and other senior members of Congress party.
