Despite the chief minister and the administration’s strict instruction to all to behave well with the pilgrims, one of the pilgrims named Tonuka Poddar who came from Mahipalpur in Delhi lodged a complaint at Sonprayag police station of misdemenaour by the horse/mule operator.  In her complaint, she said that on June 10, when she was walking on the bridle path from Gaurikund to Kedarnath, she found a horse lying in a bad condition near Bhim Bali.  She asked for help from the passersby, but none came to help the groaning animal. At this time, a person was found beating other horses/mules badly. In her complaint, she said that she had just asked him why he was beating them. This infuriated him and other horse/mule operators gathered in large numbers. They abused her and asked her to leave Uttarakhand. The complaint was lodged at Sonprayag police station on June 12. On receipt of the complaint, the police registered it under relevant section of IPC and the five accused who had indulged in rowdy behavior have been taken into custody.
