Selection process of VCs of varsities made transparent

 Taking cognisance of the complaints on the selection process of Vice Chancellors (VCs) and lack of transparency, the governor of Uttarakhand Lieutenant General (Retd) Gurmit Singh has taken a series of decisions to ensure transparency of the selection of VCs and to maintain its sanctity. In the recent selection of new VCs of Uttarakhand Technical University (UTU) and Uttarakhand Open University, the new process was put into practice. 

In the process of the selection of VCs of government varsities the state government constitutes a search committee which recommends a panel of three to five names and it is sent to the Raj Bhawan. In the new process started on the initiative of the Governor, all the candidates named in the panel are called for an interview which is conducted by a panel of senior officers designated by the governor and the governor himself remains present in the interview. In the interview elaborate discussion is done on academic, administrative, psychological aspects and the vision and areas of interest of the applicant. The entire process of the interview is recorded. This practice was started with the selection of the new VC of UTU recently.

A communiqué from the Raj Bhawan says that the governor has directed that the independence and accountability of the universities can be ensured only when all the appointments including that of the VC are done in a transparent manner. The governor has also directed all the universities to conduct video recording of the interviews on the academic posts of assistant professors, associate professors and professors. He has also said that soon the meetings of the executive councils of universities would also be recorded.
