Panwar levels allegations regarding PCS exam scam

The Uttarakhand Berozgar Sangh (UBS) president Bobby Panwar has accused chief minister Pushkar Singh Dhami of being involved in irregularities in the PCS exam, the results of which were declared in 2017.

Speaking at a Press conference here on Friday, he said that the PCS exams are the biggest recruitment exams held in the State by Uttarakhand Public Service Commission (UKPSC). A man named Manish Bisht was appointed as sub divisional magistrate (SDM) when he had reportedly scored 31 numbers less than the eligible candidate Sudhir Kumar, claimed Panwar. “Kumar took this matter to the High Court where the judges also acknowledged that he had actually received more scores than Bisht and ordered UKPSC to remove Bisht from the SDM post and appoint Kumar.

However, the commission filed a review petition against the order but the court rejected it and directed Kumar’s appointment. The commission finally removed Bisht and appointed Kumar,” said Panwar. He said that after this, Bisht went to the Supreme Court against this decision where the court ordered that the High Court’s decision will remain applicable in the matter till the SC reaches a final decision. “The then chief minister Trivendra Singh Rawat also condemned such recruitment when he received the file of the matter in 2018-19. The chief secretary at that time also refused to act on the matter because the case was pending in SC.

However when Dhami was made the CM in 2021, he allegedly reappointed Bisht as SDM against the rules, said the UBS president. He claimed that when Bisht had appealed to the State administration to reappoint him as SDM before 2021, he was told that the government cannot directly recruit for posts like SDM but Dhami did it. Panwar said that the UBS will soon approach the governor lieutenant general (retd) Gurmit Singh to ask him to issue an order to investigate such scams done by government officials and leaders.
