UDD planning to start 2nd phase of GIS-based property mapping in May

Kotdwar, Roorkee, Almora, Nainital, Chamoli, Kashipur, Pauri, Pithoragarh & Mussoorie selected for second phase of GIS based survey

The Urban Development Directorate (UDD) of Uttarakhand is likely to start the second phase of the Geographic Information System (GIS) based survey for property mapping in nine cities  of the state from May.  Kotdwar, Roorkee, Almora, Nainital, Chamoli, Kashipur, Pauri, Pithoragarh and Mussoorie are the nine cities chosen for the second phase.  In the GIS-based mapping, the directorate uses satellite images and aerial photographs for a thorough analysis of the buildings besides conducting door to door surveys to collect additional details like electricity connection, water connection, kitchens and toilets seats to get complete data of the buildings.

The work under the first phase is already underway in the four cities- Dehradun, Haridwar, Rudrapur and Rishikesh that was started as a pilot project by the directorate last year. As per the officials, the mapping process using drones is almost finished in these cities except Dehradun but the whole project is scheduled to be completed by the year 2023. After feeding the details of properties to the online portal of the directorate, the quick assessment and appropriate calculation of property tax would be available online from the year 2023 that will potentially increase the tax collection of the municipal bodies by at least 50 per cent. Also, nearby roads, electric poles and dustbins will also be marked under the project to see the possibilities of revenue generation in the cities. 

 The project manager of the GIS-based property mapping in Dehradun Ashish Kathaith informed that the directorate is in the process of floating tenders to outsource a company to carry out the survey in the second phase considering which, the second phase will possibly start from the first week of the next month. He said that the Municipal Corporation of Dehradun (MCD) has also sent notices to over 400 property tax defaulters in its pilot ward Kaulagarh using the GIS-based mapping in February and it will continue to identify more such property owners this financial year with the available data collected under the project.
