Cabinet clears path for international airport in Pantnagar

Prominent sportspersons to be given direct appointment in  Govt jobs

Paving the way for upgrading the Pantnagar airport to international standards, chief minister Pushkar Singh Dhami’s cabinet approved the proposal to acquire 804.0162 acres of land for the expansion of the airport. Informing about the decision, chief secretary SS Sandhu said that the plan includes increasing the length of the runway of the airstrip from the existing 1,372 metres to 3,000 metres. He said that the additional land will be acquired from government institutes and the land will be handed over to the Civil Aviation department soon.

In the meeting held on Thursday at the secretariat the cabinet chaired by Dhami gave its approval to 30 proposals. In an attempt to prevent migration of sports talent from the State, the cabinet approved the proposal to give out of turn appointments to sportspersons in the State government jobs. The additional principal secretary, Abhinav Kumar said that the prominent sportspersons will be appointed directly to 150 posts (both gazetted and non gazetted) in six departments. These departments are sports, youth welfare, police, forest, secondary education and transport. Kumar said that on the lines of Haryana, two posts of deputy superintendent of police have been kept reserved for the sportspersons. He informed that medal winners in the international sports events and participants of Olympics will be given direct appointment on these posts.

 The cabinet also gave its acceptance to increase the ex-gratia payment given in the cases of human-wildlife conflict. The cabinet set in place the human-wildlife conflict relief distribution regulation 2023 under which the relief payment in the case of death has been increased from existing Rs four lakh and Rs six lakh.

 The Dhami cabinet also approved the plan to upgrade and increase the area of some of the urban local bodies in its meeting. Three new villages were brought under the Municipal council of Narendranagar while Ghat in Chamoli district was made a Nagar Panchayat. Thirty two families were included in the limits of the Kirtinagar Nagar Panchayat. In the Munsiyari Nagar Panchayat five new villages were included. Similarly more areas were included in the municipalities of Herbertpur in Dehradun and Rudrapryag. The Bhimtal Nagar Panchayat was upgraded to municipality. Principal secretary RK Sudhanshu informed that the State now has 114 Urban Local Bodies (ULB).

The block development officers will now be able to give approval for the works with a budget of upto Rs three lakh under the MNREGS.

In an attempt to create an environment of research in the government colleges and universities the State cabinet approved the plan to start the chief minister’s higher education research encouragement scheme. Sudhanshu said that the colleges and universities can seek projects of up to Rs 15 lakh from the State government. The projects will be approved by a selection committee. Under the projects the faculty members will be able to enrol students as research associates and they will be paid a stipend of Rs 5,000 per month for this.

 The cabinet also approved the plan to appoint nurses in the vacant posts in the medical education department on the basis of year-wise seniority instead of a competitive examination. Recently the nurses in the health department were also appointed in a similar manner.

 With an objective of increasing the apple production in the State the cabinet approved the plan of intensive plantation scheme in 5,000 hectare area in the State. The government will provide a subsidy of 60 per cent to the farmers adopting intensive apple plantation of apples. The CS claimed that the project aims to increase the per hectare yield of apples from existing 2.5 metric tonnes to 25 metric tonnes.

 The students and unemployed will be given 50 per cent concession in the buses of Uttarakhand Transport Corporation for appearing in the competitive examinations.

 In an important decision, the cabinet approved the proposal to amend the service rules of Uttarakhand Public Service Commission. The selection of members and chairperson of the commission will be made on the basis of these regulations.

 The cabinet also approved the plan according to which the playground, building and parking of a government office can be used for private purposes after the end of office hours. The plan will not cover the buildings of secretariat, Vidhan Sabha buildings and Raj Bhawan.
