Under attack from different quarters, the State Health Agency (SHA), overseeing the Ayushman Yojana in Uttarakhand has clarified the system of referrals in the scheme. The agency said that as per the basic concept of the Ayushman scheme, the patient should first be treated in government hospitals and the patients should be referred when treatment is not available in government hospitals. The State government has made a transparent policy for referrals in this regard.

The SHA said that a government order (GO) for referral was issued on May 4, 2020 but in view of the pandemic of Covid-19 the system of referral and biometric of patients remained suspended for two years. However the system was again set in place after the end of the pandemic period.

A total of 225 hospitals are in the panel of Ayushman scheme which includes 102 government and 123 private hospitals.

In view of the geographical conditions and availability of government and private hospitals the GO exempts three private medical colleges, 39 National Accreditation Board for Hospitals (NABH) accredited private hospitals and seven private hospitals in mountainous districts from the process of referral for treatment. Referral is needed for treatment in the remaining 74 private hospitals listed in the panel of Ayushman scheme.
