Police arrest CM’s former personal secretary for fraud

The police arrested the former personal secretary of chief minister Pushkar Singh Dhami, Prakash Chandra Upadhyay on charges of fraud. His accomplice Saurabh Vatsa was also arrested by Rajasthan police in Bhilwara in a fraud case registered there. They both had allegedly duped a man of about Rs 52 lakh in the name of giving him the tender of supplying medicines to government hospitals in Uttarakhand, the Dehradun senior superintendent of police Ajai Singh said. He informed that the complainant Ram Kewal from JR Pharmaceuticals in Haridwar’s SIIDCUL had registered a complaint in Dehradun against Upadhyay and his accomplices for duping him of about Rs 52 lakh.

Considering this, the police started an investigation and arrested Upadhyay late on Wednesday in Dehradun. Singh claimed that Upadhyay confessed to duping the man. According to him, his accomplice Vatsa brought the complainant to him on the pretext of giving him the tender of supplying medicines to government hospitals across the State. “Both accused made a fake information memo with the signature of Vatsa. They gave the complainant the memo and a bill of about Rs 52 lakh in the name of various expenditures. This convinced the victim that he had received the tender so he allegedly handed over the money to the accused,” Singh said. He informed that Upadhyaya will be presented before the court soon.

It is pertinent to mention here that many cases of fraud worth crores of rupees are registered against Upadhyay and his accomplice Vatsa. They are accused of fraud in the name of providing tender for government related works. The SSP said that the police are investigating all the cases registered against both the accused and others.
