The Municipal Corporation of Dehradun (MCD) has issued a notice to a company Aakanksha Enterprises for allegedly using fraud and corrupt practices to enter the e-tender floated by the corporation last month to run the solid waste management and recycling plant and sanitary landfill site at Sheeshambada in Selaqui.
As per the notice issued by the chief municipal health officer, Dr Avinash Khanna to the company, a team of MCD officials and some experts conducted an onsite inspection of the site which was mentioned to be operated by the company as per the norms. The company has mentioned the work done on this site as an experience to run a proper waste management plant in the records provided to the corporation during the tender. However, the MCD team that conducted the inspection has questioned the participation of the company as the company has no experience of running a plant, as per the notice.
The team has stated that the records submitted by Aakanksha Enterprises were allegedly meant to cheat the corporation despite having no eligible experience to participate in the tender. Khanna said that this act falls under the category of fraud and corrupt practices and has asked the company to give clarification on the matter within seven days. The corporation has asked the company to clarify why it should not be blacklisted for its allegedly corrupt practices and why their security deposit should not be forfeited. The MCD has also stated in the notice to recover the expenses incurred during the physical verification of the places mentioned by the company in the e-tender.
It is pertinent to mention here that Ramky Enviro Engineers Limited (REEL) which is currently managing the operation of Sheeshambada situated waste management plant is scheduled to be relieved of its responsibilities on October 30. After finding no company eligible to run the plant after inviting tender in September, the MCD has once again floated new tenders to appoint a new agency to replace REEL. Though it seems uncertain that the MCD would be able to appoint a new company so soon to run the plant besides managing the door to door garbage collection in 69 wards, the officials stated they can certainly manage sanitation facilities from the month of November this year.
