SETU replaces State Planning Commission in U’khand

In an attempt to provide a new dimension to planning, policy making and effective use of resources, the Uttarakhand government has set up the State Institute for Empowering and Transforming Uttarakhand (SETU). The new body will replace the State Planning Commission. The notification for the SETU was issued by secretary, aplanning R Meenakshi Sundaram on Tuesday. The notification on SETU follows the decision in this regard by the Pushkar Singh Dhami government. Chief minister Dhami will be the chairperson of SETU while the minister heading the Planning department will be the deputy chairperson. All the ministers of the State cabinet will be the members of SETU while the chief secretary, all additional chief secretaries, agriculture production commissioner, infrastructure development commissioner, social development commissioner and secretary finance will be the permanent members of SETU. The secretary planning will be the member secretary of the SETU. One of the key features of the SETU is that its chief executive officer will be recruited from the open market. Similarly the body will have consultants, domain lead, projects associates and interns which will be hired from the open market.  

The Additional Chief Executive Officer (ACEO) of Centre for Public Policy and Good Governance (CPPGG) Uttarakhand, Manoj Kumar Pant said that the SETU will function in a hybrid mode as experts from the open market will be hired for it. He said the body will have an economic and social development centre, centre for public policy and good governance and evidence based planning centre. It will have experts of different domains which will guide different departments on different aspects of planning.  He added that services of Doon University, G B  Pant University, UPES and Indian Institute of Management (IIM) Kashipur will also be taken by the new body.
