After much dilly dallying the Congress has appointed leaders to the position of the Pradesh Congress Committee (PCC) president, leader of opposition in the Vidhan Sabha and its deputy leader in the Vidhan Sabha. The All India Congress Committee (AICC) general secretary KC Venugopal informed in a statement that Karan Mahara has been made the Uttarakhand PCC president, Yashpal Arya has been made the Congress Legislature Party (CLP) leader while Bhuwan Chandra Kapri has been made the deputy leader of the CLP.

While Mahara is the former MLA of Ranikhet who lost to Bharatiya Janata Party’s Pramod Nainwal from the constituency in the recently concluded elections, Bajpur MLA Arya was a cabinet minister in the previous BJP government before shifting back to the Congress along with his son in October last year. Kapri gained importance in this Assembly election by defeating chief minister Pushkar Singh Dhami in the Khatima constituency.

It will be recalled here that before or during the first session of the fifth elected Assembly held earlier in March, the Congress had not appointed its PCC chief, leader of opposition and deputy leader of opposition. Despite much speculation, the party high command took its time and came up with three party leaders- all of them from the Kumaon region. Observers state that the Congress central leadership may have chosen all the three leaders from the Kumaon region as it did comparatively better in this region compared to the Garhwal region during the recently concluded Assembly election.
