Eight bills including bill to restore the 30 per cent horizontal reservation for women of Uttarakhand also presented
The winter session of the Assembly started here on Tuesday. On the first day the State government tabled a supplementary budget of Rs 5440.4291 crore in the house. The government also tabled eight bills in the Assembly which included the bill to restore the 30 per cent horizontal reservation to the women of Uttarakhand in the government jobs in the State. To fulfill its monetary obligations, the Uttarakhand government placed a supplementary budget of Rs 5444.4291 crore in the Assembly for the remaining period of the current financial year in the house. The State government had presented a budget of Rs 65,571.49 crore for the financial year 2012-23 in the Assembly earlier in June this year. In the supplementary budget, a provision of Rs 2276.4308 crore is made under revenue head while Rs 3163.9983 crore is made under capital head.
The session started on a tumultuous note with the Congress members staging a protest at the entrance of the house demanding justice for Ankita Bhandari and holding an Assembly session at Bharadisain in Gairsain. At the start of the question hour, the Leader of Opposition (LoP) Yashpal Arya raised an objection over the fact that two questions put up by Congress MLAs Sumit Hridayesh and Mayukh Mahar had been suspended with an explanation that they belonged to the union list. Arya said that PWD and transport are in concurrent list of constitution hence the questions on these subjects can be taken up in the State Assembly. Not satisfied by the answer of the PWD minister Satpal Maharaj, Arya and Chakrata MLA Pritam Singh said that the ministers are making excuses to run away from the questions of the members in the Assembly.
In the other business of the day the government tabled The Uttarakhand Public Services (Horizontal Reservation for Women) bill 2022, Uttarakhand Freedom of Religion (Amendment) bill 2022, The Uttarakhand Shops and Establishments (Regulation of Employment and Conditions of Service) amendment bill-2022, Uttarakhand Anti Littering and Anti-Spitting (Amendment) bill 2022, the University of Petroleum and Energy Studies (Amendment) bill, The Bengal, Agra and Assam Civil Courts (Uttarakhand amendment and supplementary provisions) bill, the Uttarakhand Goods and Services Tax (Amendment) bill 2022, The Uttarakhand District Planning Committee (Amendment) bill 2022 and Uttarakhand Panchayati Raj amendment bill 2022 in the house.
