Residents of Payal village, affected by the Koteshwar dam project, blocked the project vehicles for five hours at the Zero Bridge-Koteshwar Road, in support of rehabilitation and other demands. The villagers relented later when they were assured of discussion with the THDC India Limited.

Payal village residents have been agitating since September 15 for several demands including rehabilitation. On Monday, villagers intensified their agitation and demonstrated against THDC by stopping the project vehicles. Tehri Dam Sangharsh Samiti president Sohan Singh Rana and village head Anjali Devi said that the report of the geological committee in 2017 had asked for rehabilitation of the villagers stating that the village was in danger but THDC did not take any action in the matter. Later, general manager of the Koteshwar dam project AK Ghildiyal and Tehsildar Renu Saini reached the spot and held talks with the villagers and it was decided that on September 23 a joint meeting will be held to discuss the issues of the villagers.
