The national spokesman of Congress party Gaurav Vallabh has said that the financial burden of the promises made by the Congress party in Uttarakhand would not be more than 4-5 per cent of the annual budget. He said that the four major promises made under the tag line ‘ Char Dham Char Kam’ in the manifesto were made after hours of deliberations with experts. Vallabh said that views of former Prime Minister Manmohan Singh, Nobel Laureate Amartya Sen and other luminaries were taken in designing the manifesto. The Congress party has promised to provide cooking gas cylinder at Rs 500 per cylinder in its manifesto. It has also claimed that its government would provide four lakh new employment and promised a sum of Rs 40,000 per year to five lakh families of the state apart from promising doorstep delivery of the health services. He said that the seriousness of the Congress party in fulfilling its promises can be understood from the fact that it has announced plans to create a separate ministry for it. On providing four lakh employment he said that 57,000 posts that are lying vacant in different departments of government would be filled in the first year of Congress rule.  He added that the 3.43 lakh employment opportunities would be created in tourism, Ayush and well being and pharmacy sectors. Vallabh said that the focus of the Congress government would be to set up small clusters of MSMEs for employment generation.

Launching an attack on the ‘Kiya Hai, Karti Hai aur Karegi sirf BJP’ tag line of ruling party’s election campaign, Vallabh said that the BJP has only created unemployment, perpetuated the price rise and increased the migration from the mountainous areas of the state.

The Congress spokesperson added that the report of the Migration commission of Uttarakhand government reveals that there were 1734 ghost villages in Uttarakhand.

Taking a dig at the ‘Har Ghar Nal scheme under Jal Jivan Mission plan of Modi government, he said that the water taps have been placed but they are not connected with pipe lines and where there are pipelines they are not linked with water sources. “ Our government will bring water into these taps and make plans to reduce migration from the village. The creation of employment opportunities and provision of Rs 40,000 per family will reduce migration,’’ he said.
