State issues guidelines for Unlock-5

The State government has issued guidelines for Unlock-5 applicable from October 1. According to the guidelines, all activities will be permitted outside containment zones except a few. Among these, the decision regarding reopening of schools after October 15 in a graded manner shall be taken by the Education department. The decision regarding reopening of coaching institutions after October 15 in a graded manner will be taken by the district magistrates concerned in consultation with the respective coaching institutions’ managements, based on their assessment and governmental norms of safety and social distancing. Decision regarding reopening of colleges and higher education institutions will be taken by the departments of higher education and technical education. However, higher education institutions only for research scholars and post graduate students in science and technology streams requiring laboratory work will be permitted to open from October 15. Further, swimming pools used for training of sports persons will be permitted to open from October 15 in strict adherence to SOPs issued by the ministry of Youth Affairs and Sports. Cinemas and multiplexes will be permitted to open with upto 50 per cent capacity outside containment zones from October 15 in accordance with SOPs issued by the Ministry of Information and Broadcasting. Entertainment parks and similar places will be allowed to open from October 15 in accordance with SOPs issued by the Ministry of Health and Family Welfare. Social, academic, sports, entertainment, cultural, religious, political and other congregations which were so far allowed with a ceiling of 100 persons will be allowed for more than 100 persons outside containment zones subject to certain conditions. However, the lockdown shall remain in force in containment zones till October 31. All asymptomatic inbound persons travelling from other countries to Uttarakhand shall mandatorily register on the Dehradun Smart City portal. Similarly, the online registration is also mandatory for those travelling inter-state and inter-district. All inbound asymptomatic passengers if coming for a specific purpose for less than seven days can attend to their purpose of visit but should continuously monitor their health and contact the local health authority on developing symptoms. Those coming for a long duration will be placed in home or establishment quarantine for 10 days. Similarly, all asymptomatic persons travelling outside the state for a maximum of five days shall be exempted from quarantine on return. They will be home quarantined for 10 days if they travel outside the state for more than five days. However, all asymptomatic inbound persons shall be exempted from home quarantine if they have undergone RT-PCR/TrueNAT/CBNAAT/Antigen test with negative report on return or not earlier than 96 hours before arrival at the Uttarakhand border. For tourists, while online registration is mandatory, the requirement of mandatory stay of minimum days in hotel/homestay will not be applicable anymore. It will not be mandatory for tourists to bring Covid-negative test report.

Further, parks shall be opened for walks, jogging and other activities for no more than 100 asymptomatic persons till October 15 and beyond 100 persons after that date.
