Achieve short term reforms in this FY to benefit from additional borrowing on GSDP: CM

To benefit from the facility of additional borrowing of two per cent on the Gross State Domestic Product (GSDP) as part of ease of doing business, chief minister Trivendra Singh Rawat has directed officials to achieve the short term reforms in the current financial year. Chairing a meeting with officials, Rawat directed the industry, revenue, urban development, registration, finance, labour, forest, mining, civil supply and other departments to expedite the reforms expected for ease of doing business.

The CM directed the urban development department to prepare master plans for all urban local bodies. The online payment system for property tax should also be started soon. He directed urban development officials to speed up work on automatic mutation software and registration department officials to expedite uploading online the records of the past 20 years.

Rawat also directed that an integrated dashboard be prepared to bring about transparency in the tendering process. The finance department was directed to develop an independent grievance redressal management mechanism while various other departments were directed to complete the expected improvements within the set timeline. The departments concerned were directed to achieve reforms as per the timeline for swift reimbursement through online portal, improvement in urban local bodies, ending necessity for renewal or expected improvement and reforms at the district level for ease of doing business.

The chief secretary Om Prakash said that a national level agency should be hired for uploading records of the past 20 years online so that the task can be completed within the given timeframe. He also spoke of taking the opinion of the general public before policy amendment. To seek public feedback before improvement in any policy, it would be good to place it in the public domain, he said. The chief secretary further said that the State government will complete the short term reforms on time to avail of additional two per cent borrowing on the GSDP.

Secretaries Amit Singh Negi, Sachin Kurve, HS Chugh, Dilip Jawalkar and other officials were also present in the meeting.
