U’khand to install MDTSS in 4 districts to check illegal mining

The State administration has decided to install Mining Digital Transformation and Surveillance System (MDTSS) on 40 check gates of the Mining department in Dehradun, Haridwar, Nainital and Udham Singh Nagar districts. The system will help in strict monitoring on illegal mining in the State. The proposal for installation of MDTSS was approved in the meeting of Expenditure Finance Committee (EFC) of the Mining department chaired by the chief secretary Radha Raturi at the State secretariat on Tuesday.  

The MDTSS will be installed at 13 check gates in Haridwar, 10 in Nainital, nine in Udham Singh Nagar and eight in Dehradun at a cost of Rs 93 crore. The system will use modern technology like ANPR camera, bullet camera, RFID radar, LED flood light for strict monitoring of mining activities. A mining state control centre (MSCC) will be established in Dehradun and mini command centres will be established in the district headquarters of the four districts where the MDTSS will be installed.

Addressing the meeting, the CS said that through MDTSS, continuous monitoring will be ensured on illegal and unauthorized transportation of minerals, excessive mining or extraction of minerals, overloading of vehicles carrying minerals, delivery contrary to the delivery location given in the transit pass, revenue loss due to illegal mining and others. 

The CS directed the department to effectively coordinate with all the stakeholders related to mining and take their cooperation and sensitize them. 

She also asked the department officials to prepare an action plan for the welfare and development of workers working in mining areas and to provide good education and health facilities to their children. She also directed the officers for preparation of a working plan for the development and welfare of labourers working in brick kilns in the State. Raturi said that medical and insurance facilities for labourers working in mining areas and brick kilns should be provided. 

Secretary Brijesh Kumar Sant, additional secretary Ahmed Iqbal and officials of mining and finance department were present in the meeting.
