Uttarakhand Government makes purchases from GeM compulsory

 Acting on the orders of chief minister Pushkar Singh Dhami, the Uttarakhand government has implemented the system of compulsion of use of Government e- Marketplace (GeM) portal for departments for making all the purchases and services. The Finance secretary Sowjanya released an order regarding this on Friday. Now all the government departments, corporations, local bodies and public sector undertakings would compulsorily make all the purchases from the item of the goods listed in the GeM portal which is developed by the Government of India. The order says that the provisions of Uttarakhand Purchase Regulations-2017 (modified from time to time) should be followed for the purchase of the items which are not listed in GeM portal. The department heads have also been directed to ensure that they should ensure reasonability of the rates for the goods and services purchased by them.

 Sowjanya said that the objective of the usage of GeM portal is to make the system of purchases being done by the departments, transparent, competitive, impartial and cost effective so that maximum benefit of the money spent on purchases is made.

 She informed that a training session for the officers concerned of all the departments, local bodies and corporations of Garhwal region would be organised at the headquarters of state taxes department on August 1 in which the training for making purchases from GeM portal would be given.  A similar training would also be organised in the Kumaon region soon.

The order on compulsion of GeM portal for making purchases is seen as a step of CM Dhami in controlling expenditure of his government and to make the system of purchase of the government departments transparent and competitive.
