PACA expresses concern over failure of salary grants since March 2025

The Provincial Aided Colleges Association (PACA) has voiced concern regarding the failure of the authorities to disburse salary grants since March 2025. PACA’s general secretary Prashant Singh said that about 1,500 teachers and non-teaching staff from 21 private aided colleges in the state have yet to receive their salaries for March. Among these 21 colleges are DAV PG College and DBS PG College, among others. He said that despite adhering to all requirements outlined in Column 10 of the Government Order dated May 2, 2025, the Directorate of Higher Education has not released the funds. Additionally, Singh indicated that all colleges have submitted comprehensive employment details of staff in grant-approved positions through university-sanctioned management committees or authorised controllers.
Despite completing the necessary formalities, the grant has yet to be issued, which constitutes a clear breach of the stated government order. This situation is not only impacting the livelihoods of teachers and staff but also threatening the academic prospects of almost 50,000 students enrolled in these institutions, he said.
He also said that if the salary grants are not released soon, they may have no choice but to take severe measures, including boycotting the upcoming university examinations. Nevertheless, as an initial step towards a solution, PACA has decided that its leaders will request a meeting with the chief minister, Pushkar Singh Dhami, to inform him of the seriousness of the situation. Singh informed that a formal request for this meeting has already been submitted to the CM office. He expressed the association’s hope that the CM will respond swiftly to this critical issue, providing essential relief to teachers and staff and ensuring the stability of the state’s higher education system
It is pertinent to mention that Singh also informed that under the PACA, there are 800 professors, associate professors, assistant professors and principals of the colleges.
