MCD imposes penalty on 130 BWGs for failure to submit action plan for waste disposal

The Municipal Corporation of Dehradun (MCD) has imposed a penalty of Rs 10,000 each on 130 bulk waste generators (BWGs) in the past two weeks. These BWGs include 84 apartment buildings and 46 restaurants that failed to submit their respective action plan of disposing garbage generated in these establishments by March 20.

The chief municipal health officer Dr Avinash Khanna told The Pioneer that the notices were sent after such establishments failed to provide their plan of segregating and disposing garbage as per the Solid Waste Management Rules, 2016 despite repeated appeals and warnings from the MCD. He said that rather than penalising all violators at once, the corporation is taking action against BWGs in a phased manner. He said that the corporation is yet to recover the penalty amount imposed on BWGs a week ago as most of them have submitted their plan to the corporation. “Our focus is on engaging maximum number of BWGs across the city for proper waste disposal practices as the waste generated by them accounts for nearly 60 per cent of the daily waste generation in the city. We stated in our notice that if they fail to submit the fine within a week, the corporation will take punitive action to recover the amount as per the norms.

However, 50 per cent of these establishments that received notices have already submitted their plan in the corporation,” said Khanna. He said that the sanitation team will once again conduct inspections of all the establishments that received notices and if they again find violation of norms, MCD will impose penalties on them on a daily basis besides recovering the penalty of Rs 10,000. He said that the corporation, so far, has not received any plan submissions for waste disposal through BWGs who have not been sent notices till now. “MCD will soon send more such notices to other BWGs like hotels, vending zones, wedding venues and wholesale fruits and vegetables markets in a phased manner. MCD is just making sure BWGs adhere to SWM rules as proper waste segregation by these bodies can significantly reduce the waste management issue of the city,” said Khanna.
