Govt docs happy as hill posting condition for DACP waived off

The one time waiver given by the state government on condition of the mountainous area posting for benefit of Dynamic Assured Career Progression (DACP) has been greeted by the association of government doctors.  The state cabinet in its meeting on Wednesday had waived off the condition of service in mountainous areas of the state for grant of benefit of DACP.

The President of the Provincial Medical Health Services (PMHS), the powerful association of government doctors, Dr D P Joshi said that the association welcomes the decision of the cabinet. He said that unconditional and across the board implementation of DACP was one of the major demand of the DACP and the government deserves appreciation for understanding the position of doctors on the issue.

Fulfilling the long standing demand of doctors the state government in the year 2016 had implemented DACP. It however had incorporated clause of compulsory hill posting at every assured increase of grade pays while implementing the DACP.

The doctors were annoyed at the clause as more than 70 percent of the doctors had become not eligible for DACP benefit by it. The agitated doctors were of the view that they have served in hill and plain areas as per the directive and wish of the state government and the benefit of DACP should be unconditional wherever it is applied.

The DACP means assured increase in the grade pay of the doctors after 4, 9, 13 and 20 years of the service irrespective of whether they get promotions or not.

As per the clause of mountainous service, the doctors should serve for a period of 2, 4, 5 and 9 years in hospitals located in the mountainous areas to be eligible for promotions at end of 4, 9, 13 and 20 years of service.

With government heeding to their main demand it is very likely that the PMHS would now call off its ongoing agitation. read more posts…
