Folk artists struggle as Rang Mandal post remains vacant

The absence of a Rang Mandal (culture convenor) in the Garhwal and Kumaon divisions of the State has negatively impacted the performances of folk artists, according to Gopal Singh Chamyal, president of the Lok Kalakar Mahasangh.
Chamyal expressed these concerns on behalf of all the folk artists of the State. He said that there are currently 10,000 folk artists throughout the State. He said the difficulties these artists encounter during performances are overseen by the Culture department. He pointed out that there are two designated positions for Rang Mandals—one in the Garhwal division and another in the Kumaon division—whose role is to coordinate with the folk artists in their respective areas. The convenor for Garhwal liaises with local folk artists, updating them about programmes and other relevant details, while the Kumaon division offers the same support to Kumaoni artists.
He stated that while there is a designated position for the convenor at the Culture department, both positions have remained vacant for about five years now. This has created challenges for folk artists in the State, and the lack of communication regarding the programmes has also negatively impacted their performances. He emphasised that it is a significant concern that these positions have not been filled for such an extended period. He also added that 10-12 members work under one convenor, including technicians, cameramen and others.
He said that regarding the appointment of individuals for the specified roles, they have reached out to the secretary of the Culture department. The secretary assured him that the positions would soon be filled. Chamyal said that authorities should establish a policy for folk artists, which would address the issues, including the appointment of culture convenor and many other challenges affecting folk artists. He said that if the convenor for the divisions is not appointed promptly, folk artists across the State will assemble to launch a campaign, including a protest.
“Earlier, there was an individual appointed to the Rang Mandal (cultural convenor) position, but they retired some time ago. Further, the relevant authorities have not yet informed the department about the recruitment for these positions. Once they notify the department, we will make sure to fill the roles as soon as possible,” stated the department secretary Yugal Kishore Pant.
