PIONEER NEWS SERVICE | Dehradun

The driving test for permanent two-wheeler driving licenses will be conducted at the Regional Transport Office (RTO) in Rajpur Road, Dehradun from Monday. The RTO has completed the construction of a dedicated track for the two-wheeler driving test on its premises, the regional transport officer (Administration) of Dehradun division Sandeep Saini said.

He informed that applicants must appear in person for the driving test and complete biometric verification at the office. The test cannot be taken through any third party. Only the applicant will be allowed to appear for the test. He said that applicants must apply online through the Sarathi services on the Ministry of Road Transport and Highways website, www.parivahan.gov.in. Applications can be submitted using a personal mobile or computer. Those unable to do so may visit a Common Service Centre (CSC), where a Rs 30 application fee and Rs 10 per page printing charge will be applicable.

Any CSC demanding extra charges can be reported to the RTO. Saini stated that to apply online, applicants must have their learner’s license. The one-time password for verification will be sent to the mobile number linked to the learner’s license. Applicants must upload required documents, pay the fee and select a preferred appointment date. The driving test will be conducted only on the selected date.

Saini clarified that the RTO will only conduct tests for applicants seeking permanent licenses for two-wheelers. Applicants who have applied for both two-wheeler and four-wheeler licenses must take the test at the IDTR centre in Jhajra as per existing arrangements. Such applicants should not visit the Dehradun RTO for the test, he said.

He informed that the test at the RTO will be conducted on a track that meets central government standards. The tests will be monitored through IP-based CCTV cameras and supervised by technical officers. Applicants must bring their own two-wheeler and helmet. Those without vehicles can take the test at the Jhajra centre instead. Only one attempt will be allowed on the track.

If the applicant puts a foot on the ground while driving, they will be disqualified and must retake the test after one week. Parents and guardians are advised to send their wards for the test only after they have learned to ride. A six-month window is available after the learner’s license is issued to apply for the permanent license. Applicants must not pressure RTO staff to pass the test, Saini added.
