CM stresses on constructive & swift disposal of files in secretariat

Chief minister Pushkar Singh Dhami attended meetings of the secretariat section officers and officials from the under secretary to the additional secretary level. He said that the sections should lay special focus on constructive notings in files for resolving the problems of the common people. There may be different views on files but focus should be on contributing to their disposal with a constructive viewpoint. The chief minister also announced that good governance awards will be presented at the secretariat level.

Dhami said that section officers should be given training at least once a year for better working and arrangement should be made for any other training which the officials need for better disposal of work. A help desk should also be formed to guide citizens who reach the secretariat with issues. All basic facilities should be provided in the sections for better execution of works in the secretariat, he said. Along with sanitation, proper toilet facilities should also be ensured in the secretariat complex, said Dhami.

Chief secretary SS Sandhu said that the initial noting in any file is very important. The relevant rule should be mentioned without fail while making any noting in the file. In proposals which are very important in public interest, the noting should be made in a good way from the beginning. If rules are not clearly mentioned in such proposals, the constructive solution should be mentioned in the noting. He said that section officers will be taken on field visits from time to time. Files important in public interest should be disposed of first, he added.

Additional chief secretary Radha Raturi said that special focus is being laid on the e-office system. Officials concerned are now being informed by e-files, email and WhatsApp regarding meetings, she said.

The section officers suggested that files which are sent from the section to the under secretary, deputy secretary and joint secretary levels in which they mark some objection should not be sent back to the section but should be sent to the additional secretary and secretary. They also suggested that works should be made time bound for swift disposal of the files. The CM said that officials from the under secretary to the additional secretary level should also attend Chaupals at the village level from time to time. They should make regular field visits for better implementation of schemes.
