Expedite reform programme implementation of Union Govt for funds for development: CS

Chief secretary Anand Bardhan has directed all the departments to expedite the process of implementation of the reform programmes initiated by the government of India so that the funds received for development works are used properly in the interest of people of the State.

 The CS gave the order while chairing a meeting of Special Assistance to State for Capital Investment (SASCI) 2025-26 at the State secretariat on Friday.  In the meeting elaborate discussion on the development works being undertaken under both tied and untied heads of SASCI scheme. 

The State would receive a sum of Rs 615 crore under the untied fund head in the current financial year while the availability of other funds will depend on the progress of the reform measures ordered by the Union government. 

The CS directed the Mining, Transport, Urban Development, Housing, Finance, Transport, Revenue and Agriculture departments to prepare a roadmap and timeline of the work plan under the SASCI scheme within one week.

He said that the more important works should be accorded priority and directed that the departments should submit utilisation certificates of the works which have been completed under the scheme.

The CS also directed the Mining department to prepare minor mineral policy and undertake surveys for rare and atomic minerals in the State. The department should expedite the process of auction of the minor mineral blocks and implement the star rating system.

He said that the Transport department should promote the process of replacement of old vehicles with electric vehicles and enhance the use of electronic enforcement devices for road safety.

The CS directed the Revenue department to speed up the process of modernisation and digitalisation of the land records. He said that the works such as digital crop survey, one farmer ID and digitalisation of the revenue courts should be taken up on priority.

 Bardhan directed the process of modernisation, digitalisation and transparency in financial management under the Finance and Planning department should be completed at a fast pace. He said that the Aadhaar based direct benefit transfer (DBT) should be increased.

 The meeting was attended by principal secretary RK Sudhanshu and R Meenakshi Sundaram, secretaries Ranjit Kumar Sinha, Shailesh Bagauli, Ravinath Raman, Pankaj Pandey, R Rajesh Kumar, SN Pandey, Deepak Kumar, additional secretary Swati Bhadauria,  UJVNL MD Sandeep Singhal and others.
