Students entering state for entrance tests and other exams exempted from quarantine and Covid-19 negative report
In the Standard Operating Procedure (SOP) for unlock –IV, released on Tuesday, the Uttarakhand administration has allowed almost all types of activities in the areas not listed under containment zones. The schools and colleges would remain closed till the end of this month. However the schools can permit 50 percent of the teaching and non teaching staff in the schools from September 21. From this date the students of classes IX to XII can visit their schools, in the areas outside the containment zones, on a voluntary basis for taking guidance from their teachers. However, this would be subject to written consent of their parents. The Ph.D and post graduate students of technical and professional programmes can visit their laboratories in unlock IV after getting permission from the authorities.
However all inbound teachers, students and parents coming to the state for entrance and other examinations would be allowed to enter the state without the necessary covid-19 negative report and would also be exempted from 14 days of quarantine period. They however would have to register in the portal of the smart city.
From September 21, 100 persons can attend any gathering like a marriage ceremony. At present this limit is for 50 persons. The SOP clearly states that the district administration shall not impose any local lockdown outside the containment zones on its own.
In the new guideline, the necessity of registering on the smart city web portal http://smartcitydehradun.uk.gov.in remains enforced. There would be no restriction on such movement of persons and goods including those for cross border trade. The persons coming from high Covid-19 infected cities would continue to undergo 14 days ( seven in institutional, seven in home) quarantine on arrival in the state. The present limit of 72 hours for a Covid-19 negative report for exemption for quarantine period has now been extended to 96 hours. The pregnant ladies, ill persons, senior citizens above 65 years of age and children below 10 years of age would be exempted from institutional quarantine. Such persons would have to remain in home quarantine of 14 days. All hotels, restaurants, shopping malls and religious places outside the containment zones would be allowed to open and operate .
