Cabinet sub committee approves draft after its meeting on Wednesday
The final draft of the Umbrella act for all the universities of state was discussed and forwarded to the cabinet by a subcommittee of cabinet on Wednesday. The sub committee comprising Cabinet ministers Harak Singh Rawat and Subodh Uniyal met here on Wednesday and discussed the finer points of the act. The meeting was also attended by state minister for higher education Dhan Singh Rawat and other senior officials. Informing about the meeting to the media persons, Harak Singh Rawat said that the state lacks a comprehensive and uniform act for all the universities. “In the state every university is governed by its own act due to which gross disparities in recruitment and other aspects of functioning of universities have occurred. The Umbrella act would bring uniformity and bring all the universities under its ambit. In fact this act would have been implemented at the time of formation of the state,’’ he said.
It is pertinent to mention here that at present different universities of the state are governed with their own acts. The proposed Umbrella act would be overriding on all the existing acts under which the universities of the state are being governed.
The proposed act would cover all universities and the colleges of the state and would replace the existing ‘Uttar Pradesh University Act 1073, which is followed by Uttarakhand ever since its creation in the year 2000. The draft of the act would now be placed in the state cabinet for its approval.
