Transfer season: Edu dept imposes ban on leaves of officers
The process of transfers of in the education department has already got delayed
In view of the ongoing process of transfers, the education department has imposed a ban on leaves of officers of the department. These orders were issued by the education director R K Kunwar. He said that many district level and other officers of the department had sought leaves during the summer vacations.
The department has decided not to sanction leaves of the district and block level officer in view of the transfer season, said Kunwar. The officers of the education department are not entitled summer and winter vacations like the teachers.
The process of transfers of in the education department has already got delayed.The department had earlier set up deadline of May 30 for transfer of teachers.
However the deadline has now been extended to June 10 as the department was not able to complete the process on time. It is now learnt that faced with enormous task of transfers of teachers the department has now requested the state administration to extend the date of transfer till June 25.
Meanwhile, the teachers’ organisations are annoyed on the 10 percent limit imposed in transfers. After the implementation of the Transfer Act- 2017, a maximum limit of 10 percent of the total posts is imposed on number of transfers.
The argument of the teachers is that since their working conditions are different and their numbers are much larger than other departments, the limit of 10 percent imposed on transfers is unjustified.The department officials however opine that the waiving off the 10 percent limit of transfers for teachers would create problems as employees of other departments would also make similar demands.
Increasing the limit and more transfers would put additional financial burden on the cash strapped department as transportation costs of the transferred employees has to be paid.It is pertinent to mention here that the transfer of the teachers would be done for the first time after implementation of transfer’s act of Uttarakhand in the year 2017 and the transfer season in the biggest government department is expected to generate a lot of heat.
Online session closure benefit for teachers
The teachers of the education department would now be able to take the benefit of ‘Session closure’ by applying on the online portal of the department. The teachers interested to opt this benefit would have to open an account on education portal and click on the option provided. In an effort to ensure that the education in the schools is not affected by retirement of teachers in mid -session, the education department grants benefit of ‘session closure’ to teachers. Which means that the teachers retiring between April 1 to March 31 are granted extension till end of the academic session.
