Transfer personnel within a week from secretariat sections: CM
Expressing dissatisfaction at unnecessary delay in disposal of files in the sections of secretariat, the chief minister Trivendra Singh Rawat directed that stern action be taken against the officials responsible. He said that simply transferring such employees is not enough. To ensure timely disposal of files in the secretariat, the CM directed the secretariat administration secretary to transfer within one week, the personnel who have been posted for more than the fixed period in the PWD, irrigation, housing, mining, excise and drinking water sections.
Chairing a meeting regarding the function of the secretariat, Rawat said that one section officer and review officer should be given work of only one department though personnel should be aware of the workings of all departments. Stating that the secretariat is also the centre of public aspirations, he said that swift approval to public interest schemes will ensure timely benefit to the general public which will also convey the message of a government committed to public welfare.
He warned that in the future no file approved by the CM and chief secretary should be unnecessarily delayed at the section level. Directing that e-filing be linked to the CM dashboard and that a time limit be fixed for disposal of pending cases the CM said that first e-filing should be prepared in PWD, irrigation, energy, personnel and home departments. Further directing re-evaluation of the secretariat manual, he said that it should be result oriented and told the committee formed for manual reform to submit its recommendations soon. The CM further stressed on ensuring cent per cent execution of all decisions taken by the cabinet so far. Video conferencing should be used so that departmental/directorate level officials do not have to visit secretariat unnecessarily. Rawat further said that whenever a policy is made in public interest, the draft policy should be uploaded on the website. Putting it on the public forum will elicit suggestions and help in making it practical, he added.
Chief secretary Om Prakash and other officials concerned were also present in the meeting.
