The education minister directs Special BTC teachers to be included in the process of promotions.
In an order which would clear suspense shrouding over the promotions of more than 16000 special Basic Teachers Certificate (BTC) primary teachers of Uttarakhand, the education minister Arivind Pandey has said that these teachers should also be included in the process of promotions in the education department. After the judgement of Supreme Court (SC) going in favour of Uttarakhand government on the issue of reservation in promotion, the state government has initiated the process of promotion in all the departments. Being the biggest department in terms of the employee strength, bumper promotions are scheduled in the education department. The department officials had earlier stated that since the issue of recognition of the special in service training (Special BTC) of more than 16000 primary teachers is still pending with the National Council of Teachers Education (NCTE), these teachers would not be eligible for promotions. The prospect of missing the chance of promotion had thoroughly disappointed thousands of special BTC teachers in the state. However on Friday, the education minister Arvind Pandey ordered the education secretary, R Meenakshi Sundaram to include special BTC qualified teachers in the process of promotions. Expressing happiness on the minister’s decision, the president of the Prathmik Shikshak Sangh (PSS), Digvijay Singh said that issue of recognition of special BTC course is lingering due to the officers of the department.
In Uttarakhand there more than 16000 Bachelor of Education (Bed) qualified candidates appointed by education department from the year 2001 to 2016 as primary teachers and were imparted in service special BTC in different Districts Institutes of Education and Teaching (DIETs). However in 2016 it was realised that the all important recognition from NCTE was not taken by the education department of Uttarakhand for this course. The plea of the department to grant recognition in retrospection was turned down by NCTE as it violates the very act by which it was governed. As per the new guidelines of the union Human Resource Development (HRD) ministry, only the Diploma in Elementary Education (DElEd) qualified candidates are eligible to teach the primary students. The HRD ministry had made it clear that after March 2019, all primary teachers who don’t have a DElEd degree or BTC certificate would be removed from post of primary teachers. This order created a situation where thousands of trained serving teachers were to lose their jobs after March 2019. The problem of these teachers was sorted out by passage of NCTE amendment bill in parliament and subsequent notification by the government. However to the discomfiture of education department the file of recognition is still pending in the NCTE.
