Lack of infrastructure fuels traffic congestion in Doon
The encroachment on the footpath on one side and parking on another side near Government Doon Medical College (GDMC) hospital has reiterated the fact that the existing infrastructure of the city needs planned development. Observers point out that the state is promoting tourism and other activities such as pilgrimage, but is not making any concrete plans to develop the corresponding infrastructure.
Founder of think-tank Gati Foundation, Anoop Nautiyal said, “Traditionally police department had been the main stakeholder in keeping the traffic properly managed, but presently they lack manpower. As per the standards set for traffic allocation, we have only about one-third of the required manpower. There are about 27 lakh registered vehicles operating in Dehradun presently. So, we need about 1,800 police personnel to regulate the traffic but we have about 700 only.”
He added, “Also, one of the biggest concerns is lack of inter-departmental communication. Not only Public Works Department (PWD), but Peyjal Nigam or Power department also start digging roads without taking prior permission or informing the department concerned. Encroachment on roadside is also a major cause for creating chaotic traffic situation. The flyover near Dehradun ISBT also has wrong U-turn, such shortcomings are major drawback for the development planning of the district.”
It is pertinent to mention here that Dehradun Senior Superintendent of Police (SSP) Arun Mohan Joshi had earlier during the time of his joining here has kept traffic management as one of his priorities. However, with the constant VIP activities in the district and major events such as the human chain event Municipal Corporation of Dehradun (MCD) conducted had shifted his priorities on other sections of policing. SSP Joshi had also instructed Circle Officer (traffic) Rakesh Devli to map out a way, so that the e-rickshaw drivers also don’t get harassed. A meeting was to be conducted on this issue on Wednesday, but had to be postponed due to VIP duty.
It also important to mention here that the footpath made on Rajpur Road along with sitting arrangement had also created uproar as many of the opposition leaders and general public said that requirement is for proper parking space.
