Govt docs see red over appointment of IAS HoD in health services
Resentment has been brewing in the Provincial Medical Health Association (PMHS), the association of government doctors, over the state government’s decision to hand over the charge of the head of department health services to an officer not belonging to their cadre.
The state government had recently appointed Yugal Kishore Pant, an IAS officer, as the head of the department (HoD) of the health department and also conferred financial powers on him.
The PMHS is considering it as a deliberate attempt to cut the powers of the director general (DG) health services. The vice- president of the PMHS, Dr Anand Shukla said that the doctors are very agitated on the move to foist an officer of other cadre on them. He said that the health department should be headed by a person belonging to the health services only. Dr Shukla also expressed resentment on the move, dubbing it as one meant to create division in the doctors of the state health services on clinical and non- clinical lines for payment of non- practice allowance (NPA) “All doctors of the health services are one on the issue. We would suggest that instead of dividing the doctors on clinical and non- clinical lines, the government should abolish the NPA and allow all doctors to do private practice,’’ he said.
