Ensure timely reforms for additional loan facility: CS
Officials informed in a meeting chaired by chief secretary Om Prakash that improvement in four sectors decided by the Finance ministry makes the state eligible for additional loan facility amounting to two per cent of the Gross State Domestic Product (GSDP). For Uttarakhand, this will amount to about Rs 4,600 crore. Considering this, he directed officials to ensure that the necessary reforms are achieved within the given time period.
To avail of this facility the state will have to work on ease of doing business by achieving district level business reform, facilitating transparency in or discontinuing renewal process, implementing one nation one ration card, bringing about reforms related to strengthening urban local bodies and reforms in the power sector. These reforms are to be achieved by December 2020. The state will be able to access the two per cent of GSDP additional loan facility on the basis of these reforms.
The chief secretary directed that all the departments should prepare concrete action plans and monitor progress on the same for timely completion of reforms. He said that the chief secretary’s office should be informed about the review on a weekly basis. Directing that work be expedited under one nation one ration card scheme, he instructed that daily targets should be fixed for personnel involved in this task. With 85 per cent of the ration cards being digitalised so far, Prakash directed that an action plan be made for completing the remaining task within 10 weeks.
He further said that the revenue department should check the possibility of utilising artificial intelligence in digitalisation of land documents with the help of National Informatics Centre. Stressing that all departments should monitor reforms and inform his office and that of additional chief secretary, MSME, about the same, Prakash set October 31, 2020 as the deadline for achieving the target.
