Cleaning Parade Ground not our job, state MCD officials
The condition of the only large ground open for the public in the heart of the city, Parade Ground has been deteriorating in recent years. With governmental and commercial events being organised here on a regular basis, the garbage generated and damage to the ground has also increased. Officials of the Municipal Corporation of Dehradun (MCD) state that cleaning the Parade Ground is an additional task for the municipal sanitation workers which results in no profit but increases the work loan on the already overburdened sanitation staff. MCD has already been facing a shortage of sanitation staff and this additional work means that the sanitation staff has to be diverted from its important routine work to do what the other department concerned is supposed to ensure.
It should be mentioned here that the sports department collects the rent from those who hold programmes on Parade Ground. This department is also responsible for maintaining the ground. However, when it comes in cleaning the area MCD is held responsible. As per the officials, despite facing a shortage of sanitation staff, about 10 to 20 workers are assigned to this area for cleaning the ground twice a day.
Adding further to this, the chief municipal health officer, Dr Kailash Joshi said, “Parade Ground is a busy spot where some programme or the other is organised almost every other day. Maintaining that area is not our responsibility however we still assign some of our workers daily to clean the ground. After conclusion of the Young Uttarakhand programme held on Wednesday, we assigned nearly 30 workers to clean up the area on Thursday,” he added.
However,observers point out that the department concerned has failed to enforce the regulations due to varied reasons. Action is rarely taken regarding the garbage generated and damage caused by governmental programmes. Some years ago, many trees were also axed from along the boundary of the ground purportedly for widening of the road though the said action is yet to be executed. It is pertinent to mention here that apart from sports activities, the ground is also used for the Independence Day and Republic Day functions apart from the Dussehra fair.
