Implement HC on fee refund- Manish Khanduri
Congress leader Manish Khanduri has said that the whole episode in which private Ayurveda colleges are being allowed to have their wilfulness in the fee refund case of students, is ominous for the education system of Uttarakhand. Addressing media persons at the state headquarters of the Congress party, Khanduri said that the manner in which the private colleges are openly defying successive orders of the Uttarakhand High Court (HC) is very distressing and does not augur well for the whole education system of the state. “The issue is not concerned only with the students of the private Ayurveda colleges but the whole education system in the state is related with it. What is happening with these students can happen with other students as well,’’ he said.
Manish Khanduri, the son of former chief minister Major General (Retd) B C Khanduri caught the attention of everyone when during the Lok Sabha elections when he joined the Congress party and contested from Garhwal parliamentary constituency, said that the state government should ensure that the orders of the HC are implemented.
The senior Congress leader and former secretary of All India Congress Committee (AICC), Prakash Joshi said that these colleges are charging fees in cash in gross violation of all norms and are now threatening students for participating in the agitation. He said the hike in fee was affected with retrospective effect and without the necessary clearance from fee fixation committee.
Joshi said that that members of the National Students Union of India (NSUI) and Youth Congress have organised protests in all parts of the state to make the students aware on the issue. The Congress workers would now meet all 70 MLAs of Uttarakhand on November 14 and 15 and request them to put pressure on the government.
The Uttarakhand government in the year 2015 had released a Government Order (GO) for increase in fees of the private Ayurveda Colleges of the state. This GO was issue without necessary recommendation of the fee fixation committee and was implemented from back date in gross violation of all norms. On the orders of Supreme Court (SC), a fee fixation committee decides on the fee structure of private colleges.
On July 2018, the HC cancelled the GO and directed that the increased fee should be refunded within 15 days. The private colleges challenged this order but on October 9, 2018, a bench of HC upheld the earlier decision of single bench. In pursuance of the HC order, the state government passed the orders for fee refund but the administrators of these colleges are not following the order.
